In Puppet Master III: Toulon's Revenge, the story follows the origin tale of the titular puppet master, Andre Toulon. With the help of his partner in crime, Major Kraus (Ian Abercrombie), Hess begins to close in on Toulon and Peter, leading to a brutal showdown between the two sides.
